None of them are real locations, though, so... no. Unless of course you find the layouts to be cool, but they’re not in 3D topographical view.

Can they be translated into a track layout in a game? Surely some games support custom tracks!

Gran Turismo 6 has an app that does that. Scenery’s limited to three environments, but otherwise, I reckon it can do the job well.
Unfortunately, I don’t have a PS3 with which to test the tracks in. Maybe you do. It’s tablet-only, but there is an APK here .

I’ve never owned a PlayStation. Is there a game for the PC (preferred), Xbox, or xbone where it can be done?

Bob’s Track Builder is one. Never quite got around to buying it mostly because I don’t have the compatible games, but from the demo I played a while back, it’s the most competent track maker around.
